smog fail please help

I took my car to get smogged and I failed because my ingition timing is off it says my rpms are to high it should be 700 and im at like 1180 does anyone know what could be causing this and how I can fix it and it also says I failed the NO (PPM) at 15 mph im at 923 and max is 825 any help would be appreciated I need to fix this ASAP please help HT heads I know someone on here has had this issue.

Okay so I messed around with the timing and this is the outcome


and I also found this hose and it had a screw in closing it off took it out and thcar ran better does anyone know what it should be connected to


it looks like it comes from the back of the throttle or intake

A thief stole your charcoal canister and screwed your car!
You'll need that canister in place to help sort out your idle issue.
If the idle doesn't come down, then you will have to adjust the idle screw on the TB.
Hey - I'm looking at your pic that shows the distributor and that thing is turned really far. Is that before you did the timing?
When you did the timing, did you disable the electronic advance by putting a jumper in the service connector?
As far as your NO - how is your air filter?
What octane fuel did you have in when testing?
Have you ever ran injector cleaner or anything?
Did you have any 'additives' in the fuel when you tested?
When you went to the test, how long did you drive right before the test? did you have to wait long? did you leave the car idling while you waited?

the charcoal canister is there but there is no where to connect that hose and the dizzy is turned that far to keep the rpms down before I started messing with the dizzy when I took the screw that was in that hose out it did lower the rpms and level it off a little then when I moved the dizzy it dropped perfectly at 900 rpm

Is this the right canister for my ride it only has hook up for two hoses not 3 the car had been running for a good time I had just gotten back from Victor Ville and I shut the car off before testing has a recent tune up oil change brand new dizzy and wires the filter is clean on the intake no additives in the engine at all and I was running regular unleaded gas the 89 one
it connects to the nipple just under the black hose on top of the charcoal canister...the other part of it connects into a nipple on the throttle body...if the canister was swapped then just pick up a used one from a 88-91 chassis because it should have 3 connections...!!!

Alright thanks I set the timing back to where I had it and now it seats right at 1000 rpm at idle also adjusted the throttle a little and it keeps it at 1000 is that cool to pass smog my car does have 250k miles
Don't turn the car off before the test. You want the cat to be as hot as possible.
Ideally you want to have the car tested right when you pull up. Idling for a long time will have adverse effects as well. So... I think it would be fair to idle for no more than 5 min.
I zoomed in the best I could on your pic and it looks like you do have the 3rd port and it connects just like Big Chorizo pointed out.
Not sure how you are setting your timing? Do you have a timing light?
Do you understand the service connector to defeat ignition advance?
