wiring problem. power at a16 and a18

I have a problem I'm getting 12 volts at pins a16 and a18 when they should be grounds. I'm also not getting power to the pin for fuel pump at the main relay. any help?

forgot to mention that its a 91 crx dx. Also I cut the wires from those pin locations as they were blowing my alternator fuse instantly
