Wiring Problem 91 wagon

Wiring Problem 91 wagon
Sup guys. Im struggling, and not sure what the next step is.
ive been diagnosing: fuel pump not priming.
i am using a main relay that currently is used in my other vehicle, so the relay is Good.
Tried a Different ECU, still no prime.
i have tested the harness that plugs to the relay. And im on a step where i test for 10volts from #4 pin and #2. And i am not receiving voltage ( with ignition on)
so the instructions say to check fuse #2, its good. Then to check wiring from ignition switch to fuse box, then from relay plug to fuse box... not sure exactly how to perform this or what wires im looking for.
if i jump pins 5 and 7 the pump does Prime, so my Fuel pump Does Work.
What i believe my Problem is: im not receiving power to the #4 pin, and not sending power to the pump.
NEED help from a wiring Guru, a step by step and what to do next to solve this.

Bump.
update on this ( for anyone reading)
i am getting voltage at the 4 and 2 pin.
i am getting volts at the connector to the fuel pump, i get 2.3 volts with ignition off, and 5 volts when ignition on.
now, i can make the car turn on, and stay on by jumping the harness connector that goes to the main relay. What i do is i unplug the main relay, jump the bottom connectors ( which would be 7,5,3,1) using 3 jumper wires. By doing this, the wagon turns on and stays on. So that rules out a bad pump, bad dizzy, etc.
the main relay i am trying is the one that currently turns on my daily, 90 integra.
i cant find out why the main relay wont power the pump
