should ECU be hot when car is off????

Default should ECU be hot when car is off????

like the title states,, also my ecu is gettin ONE hot wire when car is OFF witch is (MAP)

car is a obd0 jumped to obd1 with a chipped ecu (po6)
the chip has power on the LEFT SIDE END???

help please !!! ... got up today and the battery was dead so im thinking whatever caused that is what is causing the fuel pump to not stop priming ............................................

ok i have found the issue, i took my ecu out and plugged in another , with the new 1 (stock po6) it primed and shut off like it is sopossed 2 , with mine it will NOT stop priming , but i CANNOT use the stock p06 due to it being boosted , soo what in my ecu would cause it to not stop priming ? i looked at the board and all sauter points look good , no burn spots... what can be keeping the fuel pump on ?? SOME1 !!!!! ??? please ????
