h22 TDC not lining up pefectly
ok sa as the title says ive lined up the flywheel mark to the cross and the cams to TDC but when i put the belt on the crank moves. and if i get the flywheel to stay at TDC the cams are a bit off (not even 1 tooth) what should i do?
You won't be able to get it completely perfect, but as long as everything is installed properly you will be able to get the timing very close to the marks. It's always a little off due to slack in the belt and other small things.
I like to manually turn the cams with a socket on a breaker bar to help install the belt.

I had that problem once when doing a t-belt for someone on a 5th gen, turned out the cams weren't perfect, try using a very thin flat blade screwdriver and set it on the edge of the head to make sure you are spot on. Also make sure you're putting it on in the correct order, crank, tensioner, water pump, exhaust cam and then intake cam.

More than likely, the reason why you do intake last is because you can pull out the slack in the belt from the direction of the water pump and tensioner as it doesn't matter if they move.
I do mine intake first then exhaust since you have the most slack between the exhaust gear and the crank, plus more room to get a little leverage on the belt with a tool or your hands. If one of your cams tends to end up offset, try advancing it a little before putting the belt on and see if it will 'land' in the right place once you have the belt on.
