my dash lights dim but no other lights. i tested the alternator and its fine. what else could be causing it?

checked that too. when i mess with the brightness dial as i turn it down half way its normal but when i turn it up its goes almost pitch black. possible short?? my headlights, radio, and dome light aren't affected.
