All the builds you mentioned are just that. Builds. The best engine is going to depend on the quality of the build. The 1.8L might involve less overhaul to be a reliable boost engine. But if you're building it from the ground up anyway it doesn't matter.
If you're going to turbo I'm not sure why you're so worried about what engine it is. Rods/pistons in a well balaned OEM form engine can easily make 400+whp.
What are your goals is a lot more important than selecting your engine. There is not a clear cut answer for what you're asking. There never will be.
