Default inconsistant REV limiter

Im helping a friend with his 94 civic ex with an h22a swap and he has been noticing lately that his rev limiter will engage at multiple different RPM's even as low as 5,000 RPM. does anyone know what could cause this to happen? Im a mustang guy and done know much about these motors or computer systems.
