Sounds like a vacuum leak to me. Check all your vacuum lines and clean your IACV and FITV.

The stock 00 Civic EX does not have an FITV.

Any CEL codes?

Check whether throttle cable is adjusted too tightly and clean the throttle body.

its most likely a vacuum leak, dont throw parts at it. Find out what it is. Leaks are really easy to find, either you can hear a really loud hissing sound or you can spray throttlebody cleaner around areas that could have a leak. careful tho, if there is a leak the engine will sputter (or completely stall), do it when the engine is colder, hot engine with combustible liquids might not be fun.

Check the tps. Make sure its at .45 to .5 volts throttle closed. Worth a try......
