Default Car sputters on startup

I have a 88 hatch with a zc swap. About 2-3 weeks ago, I started the car up cold, and it was sputtering bad like it didn't want to run, and was really rich. After about a minute, it cleared up and ran fine. It still does this, when the motor is cold, or after its ran then cut off for 15-20 minutes and cools down a little. It doesn't do it if the motor is hot, and you turn the car off, and turn it right back on.

I've replaced the O2 sensor, plugs, and the dizzy is only 2 years old. No CEL codes either. It only sputters for about a minute, and I'll give it a little gas, then it will clear up and run fine. Its like its loading up on fuel or something.

Any ideas?

Forgot to mention, I replaced the valve cover gasket and spark plug tube seals since there was a little oil on the plugs.
