Default Engine revs when car is in motion

I just recently swapped a 96 jdm b18c(gsr) in my 95 integra. Since swapping the car, when I drive the car, it revs like I am putting gas on it when in motion and I'm in neutral but drops back to idle once I make a complete stop. When in gear and driving, the motors seems as if I'm putting gas on it as well. It'll stay at a constant speed. The rev usually goes up to 3k rpm. I did some research on what it could be and the next best symptom that I could find closes to this is related to the tps sensor. When i take the tps sensor off the revving would stop and it would drive normal, no more revving but no vtec as well. I tried adjusting the sensor with a volt meter but the numbers on the volt meter would not change. It stayed at 1.09 v when the ignition is turned to on, in which it should be .5? Maybe I have a bad tps sensor? There are no cel.
Another problem I am having is the coolant keeps on disappearing. There are no leaks and the exhaust doesn't smell like it's burning any coolant as well. Radiator is good and so is the thermostat. It's been a week since I got the car running and i already went through 2 bottles of coolant. This coolant has got to go somewhere but somehow I just can't find it!

tps may be bad. try a known working one
for your coolant issue, does it overheat at all? have you had a look at the oil? check the level and condition. if it's gone up, or looks milky, you know where it went
wherever it's leaking, it sounds considerable. to find if the engine is burning it, pull all spark plugs. pressurize the cooling system. check to see if the needle drops on the pressure test gauge.
now, with the system pressurized, and plugs out, crank the engine. if you see any coolant shoot out of the plug hole(s), it's leaking into the combustion chamber somehow
