Yeah, I noticed that on every japanise Prelude site they try to get their cars to look like the american verson(Yellow Front bumper lens, Red Rear bumper side markers, Rear wiper removel)But hell, they probably say the same thing about us(Crazy Americans)

Geez, have you guys never been to a car show? The first plate that goes over the radiator doesn't help or hurt anything. The only thing it does is give the owner more additional space to advertise what's in his car.
As per the ducts, to everyone their own for appearance. If you look in the pictures there's also some ducts in the lower left part of the open mouth area. Also if you look (I'm not sure if this is a stock 4th gen bumper) at the bumper the size of the mouth on the bumper is incredibly small. Any additional air to the radiator would seem like a good thing in my opinion. For all you guys know there might be an oil cooler behind the bumper that requires the additional air.
What next? "Hood pins on a stock hood?! Those crazy japs" clean up the slurs and think about it before you brush it off.

A guess what it might be for is to reduce air pressure building up under the front of the hood. So the air flows through the radiator and not pushing up on the front of the hood and flying up while driving? That's my best guess. Or it is all cosmetic?

I never have. But I was just saying that might be the reason for this thing. There a lots of things that people do to their cars that claim to help with something that is not a problem.
My brother's 95 Monte Carlo has that thing stock over his rad it's just a big piece of plastic whatever, just directs the airflow into the rad, nothing too special I don't think.

A: Do yourself a favor and visit your nearest HomeDepot/Lowes and get aluminum sheets, shears, and a semi-functional brain (right besides the gardening aisle). Then cut to fit.

Correct me if im wrong, but that looks like a JUN valve cover... havnt seen the red to yellow transition though.. just green to yellow.
Those are also JUN inserts that the JUN lemon yellow prelude has. Jun isnt ghetto. These will allow for additional cold air to flow to the radiator as others have already stated, the shield on top will help keep the cool air in its restricted space.
