Default Civic lx 89 d15b2 1.5 stalled while slowind down wont start again, help needed

hi,
my civic stalled while driving,
and would not start,
checked the spark and saw small sparks and intermittent ones.
saw my reflection in the throttle body so i have emptied the gas that was flooding that. I am wondering if the flood got down the engine !
the starter seems like its spinning slower now even with jumper cables with another car.
i have checked the mechanical timing and the crankshaft and camshaft are perfect,
with the cam on up and crankshaft aligned with white tab, the rotor is pointing downards a tab to the right when it should be more to the left to point to cylinder 1. cant really figure that one out.
I have checked all the distributors ohms and volts and all of it is good, havent checked the crank angle sensor and have a spare distributor to replace it.
now im wondering if something could have blown like the alternator, or slow the engine down and prevented it from starting.
any help would be great thx.

any codes on the ecu and isnt this the wrong forum?

I am not a the car right now. I did look at the ecu code, it's a 14 for the electronic air valve I think.
It's one I replaced 4 months ago, the idling would sometimes go way down with a warm engine at a stop so the idling was never perfect.
At the same time I also had replaced the tps, I think the voltage was a bit higher than the requirement, and didn't seem to be adjustable so I just bolted it in, and it worked pretty good, i thought there could be some air in the coolant making the idle unstable at times.

So that could explain the car stalling while I turn into a parking lot,
slowing down.
And then I guess the idle air cv or injectors flouding, could have preventing the car from starting again.

But now, even with a new starter and battery, the cranking speed has lowered from a normal speed down to a way slower one, (who clicked the low setting?) and there seems to be something in the way in the internal mechanics?

What do you think?

I'm about to let it go, any ideas and do you think I should have it diagnosed
by someone qualified?
