hello i was wondering if anyone knew what would cause a 96 honda civic with a d16y7 to idle down when im at a constant speed? example: im going threw town in 3rd gear going 35 at 3200 rpm and it seems as tho every few seconds the car idles down to 3000 quite quite annoying plz help if u can

 

That's not an idle problem.

Any CEL codes?

When was the last tune up done (plugs, wires, cap, and rotor)?

 

i just put new plugs wires and rotor/cap in but i did notice i have an oil leak at my distributor like oil in the cap will that cause it

 

If you see oil inside the distributor, the internal seal has gone bad. It can be replaced.
