Default Boosted civic bogging at low rpms.HElP

Hey fellow hondaneers. I got a problem that no one seems to have a solution for.
I have a boosted civic 4 door that is bogging at low rpms only, and seems to be wasting more gas. Once my roms climb to about 3000 car drives smooooooth, only bogs low in 2nd if I shift slowly to 2nd. Ive replaced the spark plugs and have new noligy hot wires. Ive noticed on my air fuel ratio gauge that when im below 3000 rpms or so it reads 17-18 when normally its about 13 to 15 and 11 to 13 when hitting boost. Car isnt tued only by comouter by the ex owner. Ill lust all my mods below thanks!

ENGINE: y8 block. 020 over, vitara 8.5:1 pistons, egal rods, cometic head gasket, Arp head studs, king race bearings(mains and rods), full port and pollished on y7 head, accel ign.coil, noligy hot wire.

TURBO: : TD04L from a WRX, oil, and water cooled. Custom manifold setup. 3" turbo-back stainless steel exhaust, HKS blow off valve, 38mm external wast-gate(piped into down pipe) external wast-gate(piped into down pipe)

ECU: : factory ecu with aem fic piggyback computor, (no check engine light) aem wideband 02 sensor, and controller dsm 450cc injectors, walboro 255 fuel pump,d

all i gotta say is those nology hot wires are JUNK. the ground straps go to shyt and they fall apart in just over a yr or 2. ive had them before and they were not made to par. seems ur leaning out quiet a bit. is ur air cleaner cloggin up the turbo?

If the air cleaner to turbo was clogged. That would cause bogging? Wven tho once in boost its fine?

Yea this is probably the best idea. Its just money is hard to come by right now and I need a clutch because its slipping so I have to make that my priority.

if its laggin and not boosting as quickly u probably have boost leak. if the inducer can not pull as hard it will make it hard for the turbo to breathe and work harder to achieve the desired psi.
