big difference.. i forgot what iat value the ecu defaults to if it doesnt see the sensor but it will affect your tune.
The IAT readings would have been totally off while he was tuning the car.... there is no excuse to have tuned the car with a faulty IAT sensor.
If the car was throwing an iacv code, he should have resolved the issue as well.
There is no reason to tune a car that is throwing a code...

i'd like to know who this tuner is...
most of the guys near me wont tune your car if it doesnt have a full exhaust (no open downpipe) much less throwing codes and not running right (regardless of the tune)

As for the partial throttle bucking.... hard to say what that is. Usually happens because of lean misfire. That would be in the tune/fuel maps.
If the IAT sensor was melted. it's because you had the connector for the purge solenoid plugged there and the IAT plugged into the purge. This will instantly melt Q31 on the ECU.
