I bought a '99 ek with a blown up JDM d15b OBD2 engine. I want to replace the motor with another d15b. I need OBD2 for emissions reasons. There is a OBD1 engine for sale locally. My question is, can i swap everything from my OBD2 engine onto the OBD1 engine? Are the blocks and heads the same? Both engines have vtec.

Depends what state you're in. California, no. Almost any other, it can be done.
The motors aren't the same, but aren't very different.

What exactly is blown up? is the head ok?

Sounds like a rod knock. I don't know about the head yet. I have not torn the motor apart. I pulled the plugs and non of the plugs are smashed or have metal on them so i'm assuming the head is ok. BTW, i am in maryland. Emissions consists of plugging in the OBD2 and making sure their are no codes. There is no visual inspection except for a catalytic converter, which is no big deal.
