Default Car wont start Not for noobs

This is really weird and I am good with my car so Im really surpised.
The Motor currently in the car is a 100% stock d16y8 from a 2000
I have a 93 CX the Motor is more the winter sitter because I worked up my
Turbo GSR motor this winter.

Anyway the Car snaps like the starter is dead but when I bench tested the starter is spun right up like everything was good. I even took the starter apart and rebuilt it. Well kinda their was nothing wrong with it I cleaned the copper connections with 200 wetsand paper cleaned it cleaned the magnets checked it again same thing everything was good. I checked my battery its at 13 volts so I know thats good.

The only mod in the car that is touching the motor is Rywire engine harness and its only 10 months old if that I dunno im stumped.

excuse my lack of punctuation my hands are dirty.

the rywire setup is correct and the car was running fine before the winter. I thought it was the battery so i bought a new one and still the same im am completely at a loss. The car clicks like when the starter goes bad but other than that nothing.

How long has this motor been sitting? Try turning it over by hand a few rotations. If it still wont spin try jumping the starter from the battery.

Engine could be seized up, see if the crank turns by hand, ran into a similar problem but with a camry, starter clicked and seemed like a battery but when I went to turn the crank the engine was seized

I agree with these guys, get a socket on the crank bolt and see if you can turn it by hand, then report back.
