Default 98 civic ex speedo stays on 15 mph

I've got battery voltage @ the vss (blk/yel wire). I've got a good ground @ the vss (blk wire). I have a 5 volt pulse @ pin 11 @ speedo connector (blu/wht wire) with 1 wheel being turned. The vss plug is clean of corrosion damage, etc. I've been told that the vss, cluster and wiring have all been issues on these vehicles. Just looking for a little more input. I would like to pin point the problem as I refuse to throw parts at something until it is fixed. The info I have available takes me this far and thats it. I kinda leaning toward the cluster itself.

Maybe you need to push the little pedal on the floor (next to brake pedal) a little harder down to get the needle to move up? j/k
