Default Question about power variation between years?

ok so I am new here and forgive me for not reading the whole thread because it has gotten relatively long...but I have to ask why were the 03-05 civic si's rated at 160 and the later models at 201??? I was told cams were better? but can they be tuned to make as much power as the later models??? Also does anyone else have issues with the shifter??? What was honda thinking?

The 01-05 EP3 has the k20a3.
The 06-11 FG2 and FA5 have the k20z3

The difference isn't the cams, they have a completely different engine
