what does you fuel psi pressure read at during vtec
just had a simple question, any advise will help. have an 88 civic hb ef with an h22a swap. at idle my fuel psi reads at 35psi ish. when i rev it over 5000 rpm its reads 40 ish psi is that ok? or it should read higher when revving higher?
I would think that if you hold the rpm constant and high, that it would still read 35psi, because that is what your FPR is set at. It might bump higher for a few seconds once you let go of the accelerator.
It'll probably be better if you ride in the highway at a constant rpm and to check the fuel psi if you really want to troubleshoot.

i figure over 5k rpm in vtec my fuel psi should get higher than 40ish psi at WOT, but would that make vtec cut in and out?

No vtec is regulated by engine rpms acceleration and deceleration on the ecu. The oil pressure is needed in the engine to engage the third lobe. And your fpr is based on vacuum.

The difference in fuel pressure yawr seeing is due to the fuel pressure regulator being relative to the intake manifold. If you unplug the little hose between the regulator and the manifold you should see the pressure increase relative to atmospheric. If VTEC is cutting out on yawr engine, check the oil pressure.

The fuel pressure REGULATOR is just that. It regulates fuel pressure so that it remains contstant. You may see a spike of 5 psi or so during intial WOT, then the pressure should return to what ever the Preludes specification are.
