I haven't bar'd a b16 yet, but I have bar'd an LS.
And to my knowledge all the ref did was ask what car the motor came from: pulled up a picture of the engine bay: and compared every single vacuum hose/ im/ exh. mani/ etc. with the picture provided by the dealer.
Make sure no fluids are leaking or cels showing.

There has been many debate as to whether you can legally bar a "JDM" motor.
If you have a JDM b16a then I would highly recommended trying to source out a b16a3 block which is really really hard now a day without paying an arm and a leg. But if your lucky you and find a crooked ref, then sweet.

But on the intake manifold, use the usdm p30 one. Solely due to the fact that your car will be bar'd as a delsol with the b16a3 because that is the only known b16 motor in the OBD1 class with in the U.S.

Good luck and as always some pictures would be nice.

I actually have the referee as my smog teacher. You can bar a jdm motor.

And please don't have an aftermarket fuel regulator, cam gears, vtec controller, or anything after market. Its amazing how many people roll in with this stuff on their cars thinking they will pass. Also make sure you have ignition timing perfect (16 btdc)

I couldn't source a usdm obd-1 p30 manifold, so I went with a skunk2 with the carb # and passed.

I got a spare B16A3 block sitting at the house - so what you are saying is I should try and sell that "gold" to someone in California? LoL!
