Default Distributor/Tach Issue

Hey guys, I have a 1995 civic Dx with a d16z6(civic/del-sol si) in it. I recently had a rebuilt distributor installed due to the failure of the old. The issue is that most of the time when I am accelerating, at around 3000 RPM the tach starts bouncing all over the place. There is definitely a lose of power 3000RPM+ it just doesn't seem like it is running right. I have lifetime warranty on the rebuilt distributor and have had multiple veteran technicians tell me that the distributor was the issue. I just wanna know if you guys have any insight to my issue.

Any comments/opinions/concerns/questions will be very appreciated.

P.S I forgot to add that I replaced Plugs/wires when this issue started.
