I'm 100% sure F23A1 and H23A1 head bolts are the same, so assuming F23A1 and F22B1 head bolts are the same...

Yes, use ARP-208-4307 H23 head stud kit. It will fit F22 and H23. I used the same studs when I ran a B1 head

Are one of the studs in this kit (ARP-208-4307) longer? I ask because the picture shows all the studs the same langth. The factroy bolts I pulled from my F22b1 had one bolt about 1-2 in. longer then the rest. I just don't want to make a second misstake on buying performance parts.

yes, the kit specified for the H23 has one stud longer than the rest. it should work with any single cam (F-series) head on any H-series or F-series block.

I know this thread is a little old, but I ordered the H23 Head studs also, Where does the longer head stud go?

the middle stud on the back (intake side) of the motor. you'll notice that the oil feed for the head comes up there and the seat for the nut and washer is higher there than the other stud locations on the head. it's very obvious if you get it wrong.
