Default fuel pump problems or main relay

ok to make the story short, i bought a 90 civic wagon rt4wd, when i bought it, it had a ridged toggle switch sending 12v to the fuel pump, am not sure if the fuel pump is supposed to get constant 12v all the time so i wanna try to fix this, how do i go about fixing this problem. i dont hear any clicks under the dash like a honda normally would so i dont know if the main relay is any good, and i looked for it under dash but couldnt find it, i know is not the fuel pump because it turns on wit the toggle switch...so my main question is is it safe to keep running the constant 12v while the car is running?
