Is this critical to running of car?

Icon2 Is this critical to running of car?

1996 Accord, totally rusted underneath Passed emissions last yr, good until 2012.

This thing came loose yesterday, looks like a Y-shape joint with a circular box on it. The two ends were scratching the road, while the single end is hooked in a rubber washer. I took a picture of it (attached.)

Is this a critical part? Should I not be running the car without getting it fixed? The circular box (totally rusted) is intriguing.

Looks like an exhaust hanger. Nothing serious.
