Where did you get the cluster from? There's a good chance it could be broken.
Either that or a wire is broken/cut somewhere.

This is a plug-n-play swap. The only 2 plugs required for your set up are the two wide plugs that plug into each side of the cluster. The green CC is unnecessary. The yellow SRS plug also isn't necessary, though I recommend plugging it in if you have an airbag.

Tachs quit working so yeah, most likely a bad tach...get another cluster and move on. I've had a couple with bad tachs before.

Theres a break in the wire between the igniter and the cluster, or a bad igniter, or you're using a '99 - '00 Distributor or '00 - '01 integra engine harness.

Trace the tach signal wire and repair breaks. Should be plug and play.

BTW you have a EH2, not a EG6

No problem, Just because you don't see anything cut, doesn't mean the wire isn't corroded or broken in the shield, most likely at a connector. There is a test procedure for tach signal, I will see if I can find it in my FSM.

I cant copy the igniter test page on this computer. But basically its the blue wire on the igniter that sends tach signal to the cluster. So either there is a break in that blue wire or your igniter is bad. If the test procedure is not in the FAQ, I can post it up tomorrow.

Edit: it's in the FAQ
