Quick part question for 02 RSX-S
So, I've had a little idle problem on my newly acquired RSX-S. We tried switching out throttle bodies but nothing. Replaced intake manifold gasket, New from Honda. Throttle body gasket, New from Honda. Oil pump, Chain, and a bunch more things from Honda (It has 125K on it with a rebuilt fresh head I put on) Every time i put my finger over the hole in the throttle body (Where the IACV sucks air) it drops to idle and runs fine? We took off the IACV and cleaned it up because it was "Stuck". Now onto the part question. Would the piece pictured have anything to do with it? I'm not sure but the top black part (Sensor/plug, It sucks in air from the Intake Manifold) that goes into the head. Well where the hose goes it spins, Not sure if it's suppose to an not sure if that would affect the idle? It's over $100 at the dealer and I don't want to get it and it not be the problem, But the one i have does spin, So if that does affect anything, Well to the dealer i go.
Here's a picture of the piece/hose I'm speaking about, Sorry there's not a better picture as my car is at our shop right now.

TIA!

that part you are referring to is a fuel injector warm up bypass valve.
it does nothing of importance to idling in my opinion. Hence I pull it off all my customers cars for wire tucks.
