Climate control fuse keeps blowing.

I have a 94 integra. No lights on my climate control are coming on and none of my buttons are responsive. I've replaced the fuse once and it blew again so I removed the dash and traced the harness and there are no exposed wires shorting out. So I unplugged the harness from the climate control and replaced the fuse once more and as soon as I turned the ignition on, it blew once more. I've even checked the blower motor relay and it tested good. Any ideas?
What fuse blows, is it fuse 13 - 7.5A, in under dash fuse box?
If so, the fuse also powers the coils of the rad fan, condensor fan. A/C clutch and blower motor relays, along with mode control motor, recirculation control motor and the A/C thermostat.
You will need to unplug all the above and see if fuse still blows, if not replug them in one at a time untill fuse blows. 94
