Default Garrett 4" and 4.5" Int Core Question

I am looking at Garrett part# 486827-6002 which is 23.7x12x3.8 and rated at 1000hp. The other core I am looking at is 703522-6005 24x12x4.5 rated at 950hp, what is confusing to me is how the dimensionally smaller core is rated at more hp and costs more. Is this a newer core design that is more efficient? I know the smaller core rated at the higher hp is a bit more costly so what else could it be? I would prefer the smaller core anyway because space behind my JDM Front is hard to come by.

cuz maybe the 4.5 is not a bar and plate core and the 3.8 is a bar and plate core..

According to Turbo Elements the 4.5" is a much more popular core and they sell more of them, and that Garrett's ratings are incorrect and that they are in the process of updating them.
