My 1991 honda accord was lowered 2" and I was wondering what is a cheap way to raise it back up.

How was your car lowered? Is it a set of coil-overs or lowering springs? If it was just lowering springs you could go to the Junk yard and get some OEM Accord springs. If it was coil-overs you might be able to raise them up. If not you could go to the Junkyard and pick up some OEM Struts and springs. That would be the cheapest way. Or you could spring a couple bucks and buy some OEM springs and KYB/other brand name replacement struts.

Inflate the tires to about 400 psi. That should do the trick.

The trick is to use your back and your lower groin area. take your legs completely out of the picture and lift with a jerking twisty motion. but in all seriousness just go to a pick n pull or something and get some OEM struts and springs or like the guy above said or if you still have the old parts and didnt modify them to lower you car just stick those back on., and if its a full coilover kit you should be able to just adjust it to whatever height you want

cheapest way to raise it back up is find someone tossing out their springs or junkyard and take whole strut with spring that way dont have to pay to put springs on struts. then sell what you currently have on the car if there in good shape and not cheap crap to recoop some of your money put out for the replacement parts. sometimes you can find oem parts on ebay real cheap too. Place in cali strips down oem parts and sells cheap on ebay forget the name of the company though.
