Default Fuel issue, main relay good.

For some reason my DA religiously will not start after a cold rainy day. It's always shown signs of a main relay issue, but they're only super apparent after a rainy day. Today for instance, the fuel pump would never prime, I mean hours, nothing. Replaced the main relay with a known good one(refer to PGM-FI main relay test) However it still doesn't click, and the pump will not prime. I can jump the fuel pump from the relay harness, but the car will not start until the CEL goes off. Which is only after the relay energizes. Checked all fuses and links, nothing is open. Furthermore, for some reason in my diag now the in dash battery light doesn't illuminate with koeo... I'm curious if there's some way I can bypass the main relay altogether, or where in the nine hells my actual problem resides. Any help would be appreciated, and if you're going to ask why I didn't search, believe me, I did.

tl;dr Fuel pump doesn't come on koeo, replaced main relay, cel stays illuminated, fuel pump doesn't get power. Will crank. No start.

Thanks for the help guys, you're all awesome. Well, over the past 24 hours I've been spending with my DMM and FSM tracking down my culprit. Tested relay, harnesses, et fuggin' cetera. Finally came to the conclusion of the ECU being bad. So I figured I'd pop it open and see if there's any significant signs of failure. I really couldn't find any... Took an air duster I had laying around to it, plugged it back up because I wanted to see if I would show any codes with the service plug jumped. Well, it didn't. But I heard this familiar sound that I haven't heard in a while that reminded me of my fuel pump priming. Sure the hell enough, she's back up and running. I still have no idea what went wrong in the first place. I mean, could that miniscule layer of dust really have been the problem?

More likely the ECU/ECM needed a reboot, done when you unplugged it. 94
