Have you checked the fuses for the PGM-FI Main Relay?
Can you hear the fuel pump prime when you turn on the ign.?
Have you checked for power at the injectors, [wire that is the same color on all the injectors should be 12V+ when ign. is on]? 94

The PGM-FI Main Relay contains both the fuel pump relay and the fuel injector relay, it is often called the "main relay" or "fuel pump relay", it's proper name is the PGM-FI Main Relay, short for Programmable Fuel Injection Main Relay.
If you do not hear the fuel pump prime then the problem may be the PGM-FI Main Relay,[a not so uncommon problem on Honda/Acura] the two links I gave you is a DIY repair for the most common problem with them, [cold solder connections].
With that said, the problem may also be the fuel pump itself, or a problem with wiring or fuses, or even the ECU/ECM itself.
You can test the fuel pump by supplying power directly to it, to see if it will turn on.
You can also test the inputs and outputs to/from the PGM-FI Main Relay itself, what is the MM&Y of the car? 94

we tested it and the relay wasnt the issue.. we undid the bleeder valve under the hood and fuel does squirt out.. i was told the issue could be the fuel rail or injectors.. what do you think??
