Default d16a6 sputtering, burning oil

My 89 crx si just went over 200k miles recently, it has burned a bit of oil, but today while i was driving from a stop it was sputtering at low rpms and making barely any power. I did notice last time i changed the plugs that cylinders 2 and 3 had wet oil on the plugs, i figured it was rings going bad. It only will put off blue smoke, never white, the oil was plain and black last time i changed it, and the coolant does not have oil in it. So i really don't think it is a head gasket. My question is how can i be certain it is the rings without pulling the head off? I am going to do a compression test later today if i have the time.
