The inspectors failed me because they said I was missing the rear stabilizer bar. So I went to a Honda Dealership and asked them about it and they said it never came with one from the factory, so I checked online and found the same answer.
Now what am I supposed to tell them people at the inspections?

Bring them the proof from Honda that the car never had one, they can't fail you because something was not originally installed on a car in the first place.
Wow, I have never heard of someone being failed for missing a sway bad.
You have 2 choices really. Explain the car didn't come factory with a sway bar front or rear, or install sway bars.
I did in my 98 Dx.

Yeah, you could always install some nice BLOX, or what ever brand LCAs you like, and then install a sway bar. It is a nice upgrade to the suspension for sure!
And no DX models did not come with a rear sway bar. (or a front one for that matter) at least in north america.

Wait, so you're telling me that ALL 96-00 Honda Civics despite what model number they are. Be it a CX/DX/LX/EX have factory mounting holes for a factory EX rear sway bar on the STOCK LCAs?
Yes, they all have the holes, in rear.
The front is a different story. Only the models that came with sway bars have the spots on the lower control arm.
You would either have to switch the lca, or switch just the back half.

Huh.... So you would use the 96-00 EX stock rear sway bar then? Or are there aftermarket units that will bolt up to our stock LCAs? I knew about the front LCAs already but I thought I would have to replace the rears as well. This is good news, and makes me very happy to hear.
What I meant was, I wonder if they had the same sort of subframe the SI does.
With the thread holes already there.
Because the regular 96-00 have larger holes in the subframe.
I ended up having to use 10mm bolts and nuts, could not use OEM hardware.
^ Yep, many many people that race autox and stuff swear by OEM and with the minimal weight savings you get from aftermarket it's almost irrelevant to use that arguement.
I would say aside from bling, being lazy is a huge factor. Everyone is too lazy to press new bushings.

If I were in that situation, I would be polite but FIRM and insist that they are wrong. If you have to, demand to see their information that states that YOUR SPECIFIC MODEL is supposed to have a rear sway bar.

So when it comes to pressing new bushings into the LCAs for the sway bar, where do you get the bushings? Do you get it from Honda? If so anybody have a part number?
