ej1 wheel is offset

how do i adjust my wheel to fit perfectly in the wheel well
and it sticks out too

You had a wreck. Obviously something is out of whack/bent. Find it and fix it.

most likely bottom wishbone, possibly subframe

Get a whole new A-arm. My car had a similar problem when I bought it. Replaced it and it came out nice. Double check the LCA as well.
