I have a 92 accord EX, F22a6, the Cruise control light comes on but does not kick in... I've checked fuses, hoses, and are running out of options...

The light on the dash or the light on the switch itself? If the light on the dash is not turning on, pull up on the back of the brake pedal with the top of your foot and set the cruise. It might something as simple as the brake or clutch pedal switch out of adjustment.
