Failed Smog HC 547 (PPM)!!!
I have a 00 civic si with an ls bottom / si top. It has passed smog before but now HC's are through the roof. I noticed some studdering at minimal throttle so I checked TPS and it's @ .37 volts. but not sure if this could cause this bad of a failure... any advise is greatly appreciated.
What codes are you getting? You reset the ecu before you went for the smog right? Because of the check engine light right?

The emissions results are showing an ignition misfire. Your a/f ratio is decent, you are simply failing to ignite it completely and burn completely.
If you look at the high speed readings, you will see that the engine is "using up" all of the O2 available as well as most of the gas (Hydro Carbons HC). Carbon Monoxide (CO) emissions are created when you only partially burn the a/f mixture and don't produce as much Co2 and H2O vapor. You have very little CO emissions on the high speed readings...
... basically you have a low rpm ignition misfire. Don't be surprised if before long you receive a check engine light code 54 or P301,P302,P304,P305 (basically cylinder misfire codes)
I'd suggest new NGK spark plugs that are for your engine, along with OEM honda wireset - and go from there.
