Default new carb law?

Is it true theres a new law saying 95 and under dont need carb numbers on headers or intakes?ive had a few people tell me this but i asked my friend who is a smog tech and he said its not true.

I haven't heard anything about that, I can only imagine them getting more strict on older cars

arnold was passin all kinds of **** before he went outta office. now if u get caught with over a ounce of weed its just a $100 fine
