I have only done a swap to my Accord, but it might be a good idea to check your harness first.

What ecu are you using?

obd1 or obd2 (both car and enginge)?

any other informaiton about what you did when "completing your swap" might give readers information to narrow down through the process of elimination your "no fuel" problem.

sounds like a harness to ecu incompatibility to me.
Honestly I have not done any work on obd2 or obd2a, but your chipped 28 is an obd1, since you are using an obd2a harness (came with the engine?) you would need a jumper harness obd2a to obd1.

also why aren't you using the obd2a dizzy?

if your tach is not working that means your VSS is either shorted (between the tach, the cruise control, the ecu or speedometer), not hooked up to the ecu correctly or pins on the ecu are bent.

See if you can find someone with a similar set up and correct some of this.
if you have the stock ECU (that came with the engine) then go that route.

if you have an obd2 engine and an obd2a Harness (from your car) then you use the correct jumper harness.

sounds like you are very close.

slap that obd2 dizzy on and use stock ecu and see if it fires up for you.

i have the jumper for it from phearable.net and fits right.i have an obd2a and obd2b jumper and the a is the one that works.ecu which came with it is a p2p which is a ek ex comp and wont work.ya if this new wiring doesnt work im just gna stay with the obd2 dizzy.just wnted this one to get rid of the external coil. and if that doesnt work ill start pullin **** out of my buddies h22 teg bc his ran but blew it up. thank. if ppl could keep throwing ideas just in case that would be very helpful
