Problem putting rocker arms on head

Default Problem putting rocker arms on head

I recently bought a d16z6 block and put my head on from my d15b vtec. i set the cam in and went to put on the rocker arm assembly and it doesn't set on correctly it rocks on the center posts. i tried torquing it down and it binded on the cam so it couldn't rotate i even tried setting on the rocker arm assembly without the cam in and it still wouldn't set in all the way but didn't rock. without torquing the bolts down and only putting body weight onto it would bind the cam down to where i couldn't rotate it? any ideas on what would cause this to happen? i'm completely stumped i checked everything with a level and everything was flat.

Your obviously doing something wrong, get someone else overthere to get a set of eyes on it
