i have a 2000 civic si. everytime the passenger side door is close and when i try to lock the door from the driverside, the latch on the passenger side doesnt lock.but it acts like it wants to lock. when i open the passenger side door and then try to lock it from the driverside, it locks. what could be the problem.

Take off the door panel and inspect the locking mechanisms.
