It appears you have been reading too much Import Tuner. Some of the parts you list are necessary, but do not = lower E.T times.
I'll disect your list and give you a few pointers. Spend some time going throught the all motor forum, and ask questoins on proven combos, rather than throwing a bunch of parts together hoping for a 12 sec pass. I had a 92 VX with a GSR swap, and 4.785 JDM final drive. The car was quick, and a lot of fun.
Some of these parts are necessary and wont significantly lower your times individually. I'll elaborate:
Rhd clip. = Makes no difference
Acl Bearings = Bearing are needed on any motor
Arp Rod bolts = Good idea to upgrade when rebuilding any Honda block
Type R oil pump = All engines need oil pumps, the difference is the constant oil pressure
SuperTech Block Guard = All this does is strengthen the cylinder walls
Blackworks high comp. Race valves = All engines rely on valves. "Race" does not = better
Skunk 2 titanium springs and retainers = Anyone thats built a Honda will tell you to stick with one manufacturer when installing a cam upgrade. They springs might not have the right pressure for the Toda cams
Arp headstuds. = Again, great preventative upgrade
Fuel Lab fuel regulator. = Unless you know what fuel pressure you need to adjust to, save your money
PARTS THAT will help

Toda spec c cams = These are known to produce great topend power.
Port and Polished head. = Great upgrade for any engine
B16 trans with Lsd. = If this is the 99Si tranny, its known to have some of the greatest gear ratios
100 shot of nos direct port system. = Nitrous is always a sure bet for faster times.
Spoon rep. Headers. = ITS HEADER
You dont need 2! Depending on the use of the car, header choice may limit you. Some are designed to use space where the A/C compressor sits. SAVE YOUR MONEY LIST
Victor x manifold w/matching 70mm thr.body. = Unless you know you need a bigger Intake Manifold save your money. You would be better off getting an ITB setup.
