With camber like that last picture you showed yes you will def burn threw tires like crazy in my opinion, but he if you have the extra money to throw go for it they look good.. Yes you will prob have to roll your fenders to make them tuck under like that too.. There are prob a few guys on here that have the tool to roll your fenders and will prob let you rent it off them..
Waiting only 30 minutes to bump a thread here is pointless. Not everyone is on this board at the same time as you are. Shoot for somewhere in the 8-10 hours time range, if you're looking to bump a thread.
As for fitment issues, you'll want to look at the FAQ's for information on wheel terminology. Using Google will also help in understanding the difference between backspacing and offset (something you'll need to know when ordering wheels from Diamond Racing).

Don't do things backwards. FIRST decide on what tire sizes work, and THEN decide on what wheel widths to get.
For a '97-2000 Civic, your best tire sizes are 195/55-15 or 205/50-15 for 15" wheels, and 205/45-16 or 215/45-16 for 16" wheels. Neither of the 15" tire sizes can be safely mounted on 15x8 wheels, which are TOO WIDE. Get 15x6, 15x6.5, or 15x7 and you can use them for either of those tire sizes. For 16" wheels, get 16x7 so you can use them with either tire size; if you get 16x8, you will only be able to safely mount 215/45-16 tires on them, and selection in that size is limited.

well i called a couple of places and only offer 15x8 and 16x8s but as i was talkin to a friend to hold me about spacers for them and extending my studs which i wanted to do any ways.....do u think that would help??
Spacers and extended studs will not help you clear the fenders. They'll make clearing the fenders even more difficult.
Get wheels that fit your car. NOT those. Don't make a mistake by buying wheels that are too wide, and then find yourself having to make more mistakes by trying to work around the first mistake you make.
No.
