is a valve adjustment the same in a single cam to a twin cam? what are specs? to a d16y8

They really should be the same.
I did the adjustment on a D15B7 (single cam) about a week ago, and I don't see any reason why a second cam would make it any different. (It might be a little harder to get the feeler gauge in there, (especially on the intake side) but the procedure should be the same.

FYI - if you have any locknuts that are stuck to the bolt on the rocker arm, don't try to hold the bolt with a screwdriver while you try to break the nut loose, just back the nut out until the bolt stops turning (only a few complete turns) and then break the nut loose. Also, make sure that you have the right size screwdriver - I hurt one of the rocker arm adjustment bolts because I was using a too small screwdriver.

Also, if you have a lot of miles on the engine, be prepared to replace the valve cover gasket. If you are using the hynes manual, ignore the rubbish about using the distributor to check that the engine is at TDC, just take off the timing belt cover and make sure that the cam sprocket says ("UP" at the top position).
