Why is there a hole in this transmission?

Also, should this d-series transmission be shipped on a pallet or is there a way to properly package this thing and still ship via Fedex ground/UPS ground?
There is no "gear" pictured. The open hole in the upper center of the photo is for the starter. The hole in the lower right side of the photo is where the left axle is inserted into the differential.
