Default throttle idle

the car is a 1996 civic EK hatch.

i swap the car to a B16, now i've swap back the D16 into it and the d16 is idling. I can't find any vacum leak. but i notice that if i block half of the hole in the throttle body that goes into the throttle sensor, than i would not get the idling anymore. you guys have any suggestions.

Check the throttle body gasket for leaks.
