Default Oil restrictor ? with smoking on idle

I have good compression, vacuum, and no water in oil, spark plug tube are fine as well. However after idling for a min or two i start smokin oil out tailpipe. I thought i was a condition called "oil pumping".
However, after reading another thread abotu ebay turbos there was something in there about a OIL RESTRICTOR that doesnt cause smoking at idle. Is this true? also if i already have the problem will the OIL RESTRICTOR fix my problem?
