Generally a turbo tuned car and a non turboed car, fuel/ignition maps look the same up to the point where they start spooling.

I'm sorry to say, but That response sounds more to say that either you have no practical experience with the system, or you tried it, and had some serious misfortune with it, due to tuning or setup. Its a shame people like yourself don't keep an open mind.
I've been running almost 10 years on Power FC for both Boost and NA applications and the cars still run TODAY on the same engines. Its a road racer's standalone that has a processor that rivaled AEM before AEM came out, and is still potent today. It may not have 2 step and boost-by-gear, but it wasn't meant for drag racers. Because of the system being so robust , I still wouldn't use anything else. funny enough, I've converted more people to Power FC than anything else because of its wonderful simplicity in such a complexed unit. But in the end, to each his own
To the OPs question, the only thing that would hold you back is the tune you have for the car specifically (meaning that your tuner may have had you run pretty rich). The only thing to worry about is whether or not the Power FC will display specific codes that the tester is looking for. If the tester from the state is looking for certain codes from the Power FC, it won't throw an error code, as it may not have a code at all.

I've had plenty of experience with PowerFC (as I sold you my original FC) and it just doesnt cut it. I'm very open minded but being required to take your ECM to an Excel dealer to get additional features tuned is unpractical. Only giving you one license key per purchase of Command Pro is unpractical. Apexi's technical support to acquire new keys for command pro is unpractical and takes months (to put it nicely) to get a response and that doesn't even promise you a new cd key. I hope to never buy another Apexi electronic device and also hope no one has to go jump through the loop holes I did when I owed one of these ecms.
On a positive note the ecu works well, its straight forward as well as the interface but in my honest opinion I think there are much better choices for EMS/tuning, especially basing this judgement on the software that you additionally have to buy to program your ecm from a computer. The public needs to be aware of what your getting into when purchasing these ecms. If your a DIY'er be prepared to pay for much more than just an ECM and software. And dont count on Apexi for help or your local Excel dealer. Exclusiveness for ECM software is stupid and a monopoly imo. You shouldn't have to search out software like FC EDIT and FC HAKO.
Furthermore I was more or less trolling the thread due to the frustration and my experience with Excel dealers and Apexi's staff.
