The EF steelies and EG steelies are the same size; both are 13x5. If the brake calipers were too big, either both would fit, or neither would fit.
Also, not all 13x5 EF steelies are the same - not even on the same version. For example, the '88 DX Hatchback used 42700-SH3-921, -922, and -923 (later superseded by 42700-SH3-941), whereas the '91 DX Hatchback used 42700-SH4-938. So maybe some of these fit and some don't.
Also, it's possible on whichever one doesn't fit that the offset is different; it's also possible that the design of the wheel (I would call it the spoke pattern but that's not really applicable to steelies) somehow interferes with the caliper. But regardless, it's not because the calipers are too big for the wheels, which are all the same 13x5 size.

Though lower trim 5G Civics, such as the DX coupe (EJ2), may use 13 inch steelies, the EX uses 14 inch steelies.
42700-SR1-965
DISK, WHEEL (14X5J) (BLACK) (TOPY)
The EX also uses 10.3 inch brake rotors, the same size as the next gen Civic EX/Si as well and '94-'00 Integras base models (at least).
So these wheels probably fit the rear of the OP's car, but not the front because the brakes will get in the way.
If the OP had a DX, then they'd likely fit.
But also a common nomenclature for all fifth gen Civics.I know... chassis codes can be annoying.
yea youre right. i forgot about the 4dr ex "eg" as wells. but to be on the safe side just use 14" or 15" wayyy better tire selection esp in 15"............ good luck.
